    伊犁州林业局、各地州市林业局,天西、阿山、天东国有林管理局:

        为进一步加强自治区林业保障性苗圃建设与管理,保证林业工程造林苗木供给,推进林木良种化进程,制定《新疆维吾尔自治区林业保障性苗圃考核办法》。现印发给你们,请遵照执行。

    新疆维吾尔自治区林业保障性苗圃考核办法

     

    第一条 为进一步加强自治区林业保障性苗圃建设与管理,保证造林绿化苗木供给,推进林木良种化进程,依据《新疆维吾尔自治区林业保障性苗圃管理办法(试行)》,制定本考核办法。

    第二条 经自治区林业厅确认并公布命名的自治区林业保障性苗圃考核适用本办法。

    第三条 考核内容包括自治区林业保障性苗圃生产、经营管理等方面。

    第四条 考核方式采用自治区级抽查和地州市及三大国有林管理局自查相结合的方式。

    (一)自治区级抽查:自治区林业厅每年抽取2-3个地州市及三大国有林管理局的自治区林业保障性苗圃对其进行考核。

    (二)未抽到的地州市及三大国有林管理局由各地州市林业主管部门及三大国有林管理局负责组织对其所属的自治区林业保障性苗圃进行考核。

    第五条  考核程序

    (一)每年5月由自治区林业厅确定自治区级抽查的林业保障性苗圃,并于1030日前完成考核工作。

    (二)其他自治区林业保障性苗圃的考核由其所属的林业主管部门组织进行。考核结果于每年1030日前上报自治区林业厅。上报材料应包括以下内容: 

    1、项目基本情况;

    2、检查结果;

    3、存在的问题及建议;

    4、新疆维吾尔自治区林业保障性苗圃考核表(要求上报签字盖章的原始表格)。

    第六条 考核坚持客观、公正、实事求是的原则,采用综合评分的方法进行,总分120分(其中含20分奖励加分),70分及以下为不合格。

    第七条 考核内容和指标

    (一)生产任务(30分)

    1、方案编制(5分)

    按时编制上报年度实施方案,并经林业厅审核批复(5分),未按时上报年度实施方案(0分)。

    2、任务指标(5分)

    育苗总量占批复任务百分比即任务完成量≥100%5分),90%≤任务完成量<100%3分);除去不可预见因素,任务完成量<90%0分)。

    3、良种生产(10分)

    良种苗木数量占育苗总量百分比即良种生产率≥85%10分),65%≤良种生产率<85%5分),良种生产率<65%0分)。

    4、订单率(10分)

    订单生产苗木数量占出圃苗木数量的百分比即订单率50%10分),20%≤订单率<50%5分),订单率<20%0分)。

    (二)苗圃管理(50分)

    1、档案管理(25分)

    建立完善的纸质档案和电子档案(25分),仅有纸质档案或电子档案的(0分)。

    档案资料包括:

    1)保障性苗圃批准文件

    2)年度实施方案及资金批复文件

    3)林木种子生产经营许可证

    4)良种证书

    5)检疫证书

    1.1、出圃苗木(出圃的每一批苗木应具备以下资料,原件、复印件均可)

    标签、苗木质量自检记录(苗木抽样单、苗木调查记录  

    表、苗木检验证书)、林木种子生产档案表、林木种子经营档案表、林木种苗生产记录、林木种苗经营记录、林木种苗购销合同、票据、账簿(档案资料内容缺一项扣2分,扣完为止)。

    1.2在圃苗木

    林木种子生产档案表、林木种苗生产记录(档案资料内容缺一项扣2分,扣完为止)。

    2、生产管理(10分)

    符合育苗技术规程、抚育管理到位、圃容圃貌整洁(10分),抚育管理一般、圃容圃貌一般(5分),抚育管理不到位、圃容圃貌较差(0分)。

    3、队伍建设(5分)

    有固定的技术人员(3分),有种苗质量检验人员(2分)。 

    4、制度建设(10分)

    建立苗圃生产经营管理制度(3分)、项目资金管理制度(2分)、按时上报年终总结(3分)、及时上报所需的材料(2分)。

    (三)资金管理(20分)

    1、账目管理(5分)

    1.1、专账核算(2分),未专账核算(0分)。

    1.3、会计核算规范(1分),不规范(0分)。

    2、支出规范性(10分)

    2.1、资金使用符合规范性支出(5分)。资金使用不符合规范性支出的,或会计资料不完整的每笔扣0.5分,扣完为止。

    2.2、资金使用符合项目预算支出范围的(5分)。擅自改变预算开支范围的每笔扣0.5分,扣完为止。

    3、资金执行进度(5分)

    3.1、资金拨付及时的(2分),未积极协调资金拨付的0分。

    3.2、项目完工验收考核时,项目规范性结算完毕的(3分)。50%≤项目资金结算<100%的(2分),项目资金结算在50%以下的(0分)。

    4、资金未拨付且未核算的,资金未设立绩效目标并进行绩效目标评价的,此项20分计为0分。

    第八条 有下列情况的,可以获得奖励加分(20分):

    (一)良种产量比上一年度提高10%2分)。

    (二)用于林业工程造林的苗木数量比上一年度提高10%2分)。

    (三)品种选育与推广中,当年获得新品种审(认)定的(2分),获得植物新品种保护(8分)。

    (四)开展创新性实用技术课题研究,当年获得地州市级以上奖励的(6分)。

    第九条 有下列情况之一的,即为考核不合格:

    (一) 未完成当年育苗任务的;

    (二) 生产销售假劣苗木的;

    (三) 档案内容弄虚作假的;

    (四) 当年国家或自治区苗木质量抽查中有不合格批的;

    (五) 其他违反相关规定的。

    第十条 对考核不合格的,自治区林业厅将责令其限期进行整改,对整改不合格或连续两年考核不合格的,取消其自治区林业保障性苗圃资格。

    第十一条 本办法由自治区林业厅负责解释。

    第十二条 本办法自发布之日起施行,同时,20141015日印发的《新疆维吾尔自治区林业保障性苗圃考核办法(试行)》废止。
